In 2025, Mongolia adopted key amendments to its Law on Credit Information, creating the legal basis for the official introduction of a national credit scoring system.
The reform is expected to modernize credit practices by replacing the outdated “blacklist” approach with more transparent and data-driven borrower assessment. It aims to improve access to finance, reduce collateral requirements for financially disciplined borrowers, support more accurate credit risk assessment, and strengthen competition among financial institutions.
The amendments also introduce greater transparency in the use of credit data, allowing individuals to see which institutions have requested their credit information within the last 72 hours. In addition, the reform is intended to promote more responsible lending practices, limit the mass use of digital credit products, and contribute to greater resilience and stability in the financial sector.
